Located atop the mountains of Barangay Busay, TOPS has long been one of Cebu City’s most recognizable landmarks.

Originally opened in 1985 as “The Top,” the site featured modest viewing areas with wooden benches and cogon huts where visitors could relax while enjoying the cool mountain breeze.

Through the years, the landmark became popularly known as “TOPS,” eventually becoming a staple destination for sunset viewing, late-night gatherings, and sightseeing in Cebu.

Following a major redevelopment, TOPS reopened with a refreshed identity while preserving the iconic features that generations of Cebuanos remember, including its signature arches and expansive viewing deck.

Today, “The Circle” serves as the centerpiece of the destination, housing multiple levels of restaurants, cafés, lifestyle spaces, and event venues that complement the scenic landscape.

More than a viewpoint, TOPS now offers visitors a complete mountain experience. Guests can dine at a variety of local and international restaurants, enjoy live busker performances during the evening, stay overnight at Hostel Honeycomb, or simply spend time taking in the 360-degree view overlooking Cebu City.

The destination also welcomes families, groups of friends, couples, cyclists, and even pet owners, making it an accessible attraction for different kinds of visitors.

Convenient transportation has also made the destination easier to reach. Visitors may travel by private vehicle, taxi, ride-hailing services, or through the official TOPS shuttle operating from the IT Park Transport Terminal. TOPS remains open 24 hours daily, allowing guests to experience the mountain scenery from sunrise until late at night.

Beyond its scenic appeal, TOPS represents Cebu’s continuing growth as a tourism destination that blends natural beauty with modern leisure experiences.

Its redevelopment reflects a vision of providing world-class facilities while preserving the landmark’s cultural significance to generations of Cebuanos and visitors alike.
