What to Do When You Witness or Are Involved in a Road Accident

1. Call Emergency Services Immediately

If you’re involved in or witness an accident and you’re not trained in first aid, your first action should be to contact the appropriate emergency hotline. In Cebu City, dial 911. In Lapu-Lapu City, call 9999‑72‑1111; in Mandaue City, dial 383‑1658; in Talisay City, call 491‑4159. This guidance came from Nagiel Bañacia of the Lapu-Lapu City Disaster Risk Reduction and Management Office.

If you do have first‑aid training, you can assist using what you’ve learned—but always prioritize calling for professional help first.

2. Provide Clear and Useful Information

When reporting the incident, include:

  • The exact location of the accident,
  • The vehicle’s license plate number,
  • The victim’s name, if known.
These details can significantly aid responders.

3. Avoid Intervention Without Proper Training

If you lack proper first‑aid knowledge, it’s safer to wait for professionals. Making the situation worse with untrained intervention is a real risk.

4. If You’re the Driver Involved in an Accident

Under Section 55 of the Land Transportation and Traffic Code (Republic Act 4136), you must:

  • Present your driver’s license and share your full name and address.
  • Provide the owner’s name and address if the vehicle isn’t yours.

5. Stay at the Scene Unless in Exceptional Circumstances

You’re not allowed to leave the accident site unless one of the following applies:

  1. You are in immediate danger of harm from others.
  2. You’ve already reported the accident to the nearest law enforcement officer.
  3. You need to seek medical help for the injured.

6. Failing to Comply Can Lead to Legal Consequences

Leaving an accident scene without fulfilling your legal obligations may result in both civil and criminal charges.
