The Philippine National Police (PNP) has directed police camps, stations and headquarters nationwide to implement water conservation measures as the country prepares for potentially prolonged dry conditions caused by El Niño through the first half of 2027.
PNP chief Gen. Jose Melencio Nartatez Jr. issued the directive on Wednesday, Oct. 14, 2026, calling on police facilities to demonstrate responsible resource use while integrating climate resilience into community policing efforts.
In a statement, Nartatez said police units should also conduct public awareness campaigns and community engagements to encourage households to conserve water and strengthen their food security ahead of possible drought conditions.
“The PNP fully supports the President’s call for water conservation and household food resilience. Prepared and self-reliant communities are better equipped to withstand the challenges brought by El Niño and other emergencies,” Nartatez said.
He emphasized that police officers could use their interactions with residents to promote environmental responsibility and practical ways to prepare for emergencies.
“Our police officers can promote responsible water use and environmental stewardship during community engagements, barangay dialogues, and public safety campaigns. Community policing goes beyond crime prevention and includes helping citizens prepare for challenges that affect their daily lives,” he added.
Among the measures cited by Nartatez were collecting rainwater for appropriate reuse, promptly repairing leaking pipes and faucets, and avoiding unnecessary water consumption.
“Preparedness begins at home. Every drop of water saved today strengthens our ability to protect our families and communities during periods of scarcity,” he said.
Nartatez also encouraged communities to work together in conserving water and growing food where possible to reduce their vulnerability to supply disruptions.
“Let us work together with discipline and shared responsibility. By conserving water, growing food where possible, and staying informed, we can help our nation face the challenges of El Niño with resilience and unity,” he added.
The directive follows President Ferdinand “Bongbong” Marcos Jr.’s earlier appeal for Filipinos to collect rainwater for suitable household uses and revive backyard gardening to supplement food supplies.
The government’s preparations come as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) expects El Niño to intensify in the coming months.
The weather phenomenon could bring below-normal rainfall, prolonged dry spells and drought in some areas, potentially affecting water availability and agricultural production.
The PNP said its conservation efforts would extend beyond police facilities, with officers expected to help communities prepare for the effects of prolonged dry weather through information campaigns and local engagement.
The measures aim to encourage households and communities to adopt water-saving practices before shortages become more severe.
