NBI Seizes 25 More Containers of Suspected Smuggled Cigarettes Worth P900 Million in Cebu

Authorities have uncovered 25 more shipping containers believed to be carrying smuggled foreign-brand cigarettes worth around P900 million, marking another major development in the government’s ongoing anti-smuggling campaign at Gothong Wharf in Barangay Subangdaku, Mandaue City.

The latest seizure, carried out on July 2, came just over a week after authorities confiscated 11 container vans loaded with suspected illicit cigarettes during a joint operation at the same port on June 24.

According to the National Bureau of Investigation-Cebu District Office (NBI-CEBDO), the follow-up operation was launched after intelligence reports suggested that more containers containing suspected smuggled cigarettes were still inside Gothong Wharf despite the earlier raid.

Acting on the information, NBI investigators coordinated with Gothong Shipping Lines to verify shipping documents while conducting surveillance and gathering additional intelligence. By reviewing cargo records, investigators were able to identify 12 containers that matched their investigation.

To prevent any movement of the shipment, the containers were immediately padlocked, marked, and placed under round-the-clock security while authorities continued searching for the remaining cargo.

The operation expanded on July 2 when personnel from the Bureau of Customs (BOC), armed with a Letter of Authority signed by Commissioner Ariel F. Nepomuceno, joined the inspection.

The joint team eventually located the remaining 13 containers inside the wharf, bringing the total number of newly secured containers to 25.

Government representatives from several agencies witnessed the inspection, including the Bureau of Customs, Philippine Coast Guard District Central Visayas, Mandaue City Police Office, Criminal Investigation and Detection Group (CIDG) Mandaue Field Office, barangay officials, and NBI personnel.

After opening and examining the containers, authorities found that all 25 were loaded with suspected illicit foreign-brand cigarettes.

The NBI and the Bureau of Customs have since sealed all of the containers while a full inventory and examination of the cargo are being completed. The shipment will remain under government custody as investigators determine the exact volume of the cigarettes and gather evidence for possible legal action.

Authorities said the investigation is still ongoing, and appropriate customs and criminal charges are expected to be filed once the examination of the shipment is completed.

The latest operation significantly adds to the volume of suspected smuggled cigarettes already intercepted at Gothong Wharf. Combined with the 11 containers seized on June 24, authorities have now secured a total of 36 containers believed to be carrying illegal tobacco products.

The earlier anti-smuggling operation was conducted through the combined efforts of the NBI, Bureau of Customs-Port of Cebu, Philippine Coast Guard District Central Visayas, Mandaue City Police Office, Criminal Investigation and Detection Group, and the Philippine National Police Maritime Group.

Officials have not yet identified the individuals or companies behind the shipment, saying that investigators are still tracing those responsible and examining shipping records.

Authorities said the latest seizure reflects the continued cooperation among law enforcement agencies in their efforts to curb cigarette smuggling, which not only violates customs laws but also deprives the government of significant tax revenues.

Further updates are expected as authorities complete the inventory of the seized cargo and move forward with the filing of appropriate cases against those found to be involved.
